Service Delivery Model & Organization Design
BC Transit recognized that, to move forward with their Corporate Strategic Plan, it was becoming increasingly more evident that cost-effective ICT services and systems and a modernized IST Business Unit were critical to achieving their strategic objectives. As a starting point, they required a high-level target state service delivery design and business operations recommendation for the IST Team.
iTransformation Program
Guided by the Provincial Transit Plan and their Corporate Strategic Plan, BC Transit has set out on an important transformational journey, “To be a leader in integrated transportation solutions connecting people and communities to a more sustainable future”. To achieve this vision, the corporation required the tools, services, and information not currently available. Specifically, the organization needed the capacity to treat information as a strategic asset. BC Transit required an Information, Communications & Technology (ICT) Strategy to support this journey and has initiated the ICT Strategic “iTransformation” Program to implement the required, progressive ICT service improvement and solution development. This 5-year program includes four critical aspects of transformation: Enterprise Architecture; Business Process Management; Information Management and Applications & Technical Infrastructure.
Enterprise Investment Initiative
Building on the success of the ICT iTransformation program, the Enterprise Investment Initiative (EII) Project was created as an initiative to help BC Transit and its partners achieve the goals set out in its strategic plan and business plan through a comprehensive process based on: identifying strategic outcomes that support the needs of key stakeholders; identifying investments that support strategic outcomes; enabling enterprise capability and capacity to successfully realize the strategic outcomes; building partner understanding, support and commitment for the EII process, the investments and initiatives outlined in the enterprise investment portfolio, and the roadmap for implementing the portfolio, including budget, timeline, and management support.
Human Resources Strategy
In support of people and the transformation taking place at BC Transit, BC Transit developed “Our Route to Success: A Human Resources Action Plan.” The action plan is designed to support people in doing their jobs even better and align human resource policies to strategic objectives in “Shaping our future.”.
Transit Information Assessment
This initiative included the analysis of real-time transit information uses and determined the business and technical capabilities required to provision real-time transit information via the web and mobile devices. It included the evaluation of current business processes used to manually provision real-time transit information to customers and business users and identified quick win improvements and recommended longer-term solutions.
Transit Schedule Process Redesign
This initiative involved the analysis of transit schedule information uses within BC Transit to determine the ideal business and technical capabilities required to provision accurate transit schedule information and provide online trip planning. It included the evaluation of current business processes used to provision transit schedule information to customers and business users and evaluation to gain a deeper understanding of any problems, determine waste (e.g., duplicate activities, activities that add no value) and quick win improvements, analyze the root causes of problems, and recommend solutions (e.g., automate the process). It also included the evaluation of the existing scheduling system and other technical capabilities used to provision transit schedule information to customers and business users. The evaluation determined gaps the between the current state and the ideal state, and identified recommended capabilities (e.g., new technologies, system upgrades, system replacements) to improve transit schedule information and provide online trip planning.
Online Communications Project
Through BC Transit’s Enterprise Investment Initiative (EII), Online Communication was identified as an area requiring immediate action because existing communication tools and services are outdated and/or are insufficient to meet business needs. BC Transit was seeking a contractor to provide online communications solutions and services. The Project Scope included the solutions, implementation services, ongoing services, and consulting and advisory services to provide web-based and mobile communications capabilities that met BC Transit’s requirements.
HRIS Upgrade Project
The Human Resources Information System (HRIS) project was designed to implement technical infrastructure upgrades to complete the conversion from P2K to ePersonality. The scope of this project involved the implementation of existing and additional HR modules to allow for enhanced functionality and business processes.
